当地方县市致力于吸引游客提升本地知名度的时候，财政收入在全国垫底的高知县，再也无法坐视不理，于是成立了县厅招待课。作为招待课的一员，挂水史贵（锦户亮 饰）虽然和同伴们充满干劲，但似乎没有任何头绪。在担任观光大使的作家吉门乔介（高良健吾 饰）的指点下，观光课先是招入年轻美丽的合同职员明神多纪（堀北真希 饰）担任挂水的助理，随后又请出当年因“熊猫引进论”而被县政府错误排挤的退休员工清远和政（船越英一郎 饰）。在挂水和多纪热情诚恳的奔走下，高知县的观光计划得到了有效的推进。而这群热爱故乡的人们，心与心的距离也在渐渐拉近…… 本片根据《图书馆战争》的作者有川浩的同名原作改编。。Heaven Condominium might seem like a great place to live, but it soon becomes the site of a horrible tragedy.
